After the accession to the World Trade Organization, Opening the government procurement market is the new problem that China is facing with. The paper introduces the emergence and the development of the government procurement system. Based on the economic theories, analyze the government procurement system and summarize its impact on a nation's economy and the relationship with international trade. Government procurement is part of international trade, and with the expansion of economic globalization and the enlargement of government procurement scale, its status becoming more and more important. But for its policy, it can be used as effective means of trade protection and barriers. In order to promote the liberalization of international trade, GATT Tokyo Round, first time attempted to include them into international trade rules, ultimately finished the Agreement on Government Procurement (GPA).The paper introduces the emergence and development of GPA, analyzes its natures and features as a plurilateral agreement. And based on the GPA, this article introduces the internationalization process of China. China has not signed GPA during the negotiations about our country's accession to the WTO, but we have made a corresponding commitment, and China has become GPA observer in February 2002, which marked the beginning of internationalization of China's government procurement process. And before December 2007 China has begun the negotiations about join GPA. This article study the economics theory of opening government procurement market, analysis the potential gains and losses of China's accession to GPA, predict the costs and benefits, and give measures and suggestions accordingly.
