The Analysis Of Operational Condition On Shanxi Unemployment Insurance

Unemployment is a separation of workers and the means of production. In such a state of separation, workers are unable to play their initiative and potentiality, which not only is a waste of social resources but also will have a negative impact on social and economic development. Therefore, trying the best to ease the unemployment situation and lowering the unemployment rate would become one of utmost macroeconomic regulation and control objectives to achieve in each country. Unemployment insurance is such a system that provides material compensation to those who temporarily lost their jobs due to the reasons that are not their own fault. It is a social insurance system that is through legislation to establish a mandatory unemployment insurance fund, and provide material assistance and limited period of re-employment services to those workers whose income were interrupted for a period. It provides dual function, the protection of life and the promotion of the re-employment.In this paper, focusing on an analysis of the unemployment insurance operation in Shanxi Province, the text is divided into five parts. The first part of introduction introduces the writing background and the recent study on related topics. The second part, Shanxi unemployment insurance recent status analysis, is designed to carry out fundamental elements and the existing problems of unemployment insurance before operational analysis of Shanxi unemployment insurance system, to pave the way for the analysis below. The third part, analysis on operational condition of unemployment insurance in Shanxi (1), mainly on the personnel analysis involved in the unemployment insurance, ranges from the insured, coverage, special groups, to the urban registered unemployment rate on the overall situation of unemployment insurance. It suggests extend the coverage of insurance in such a condition of employment change for the continued development of its service targets. Part IV, analysis on operational condition of unemployment insurance in Shanxi(2), focuses on the unemployment insurance fund, clued on the unemployment insurance fund raising, expenditures, and distribution, it also introduces adjustment of the unemployment insurance and the level of regional economic development issues. At the same time, it proposed to increase the input in employment promotion, changing from a passive to an active security protection. The fifth part of the innovative measures study of Shanxi Province unemployment insurance, has found some problems and the feasible conditions through functional analysis of unemployment insurance, puts forward some innovative strategies. Finally, it's the conclusion of the text of the summary.Unemployment insurance is an important institutional arrangement in market economy environment for most countries, lifting of most workers'worry and alleviating adverse effects brought from unemployment. Practice has also proven that it played a significant role in these areas. Operation analysis of Shanxi unemployment insurance can be drawn from the same perspective. However, the purpose of the study should not be limited to this, vision should be much wider. Based on the same operational analysis we also find the some actual shortcomings. At the same time, research should transfer focus to how to avoid problems and how to optimize the system design. In order to give better play to the functions of unemployment insurance, unemployment insurance should be studied, engineered and managed as one system. Social insurance and other items should be taken into consideration with the convergence, more work together to promote all aspects of the unemployment insurance operations, and ensure the continuous development of the system.
