The Study On The Issue Of The Harmon Between Labor Relations And Social Securit System At The Present Stage Of China

Labor relations and social security system relate to such important economic society relations as fairness and efficiency, primary assignment and redistribution. They have important influence on the national economy and the social development. The harmony of labor relations and social security system has very important meaning for asserting labors'benefit, expediting both society and people's progress and building socialist harmonious society.Along with the development of socialism market economy and the reformation and open policy deepening, labor relations occurs profound change, but the construction and the innovation of society security system relatively falls behind to the development of market economy, the historical and the newborn questions interweaves in the same place, the contradiction between the labor relations and the society security system day by day appears. In author's opinion, present stage in our country the contradiction between the labor relations and the society security system including: the contradiction between labors'reasonable flowing require and the society security system's narrow coverage; the contradiction between various employment forms and the society security management system's backwardness; the contradiction between unbalanced labor relations and the flaw of the society security system etc., these seriously affected our societies'stability, state-owned enterprises'reformation, labors'flowing and the market advancement.For this reason, this text proposes that we need promote the harmony of labor relations and social security system from a few aspects such as system, management, economy, legislating, for example, the harmony of labor contract system and social insurance reporting system; the harmony of labors'flowing and continued with the relation of social insurance; the harmony of the allocation proportion between the labor and capital and social security level etc. On this basis, author established the basic standard of the harmony of labor relations and social security system at the present stage in our country. At last, author put forward the policy recommendations that expediting the harmony of labor relations and social security system through analyzing different periods, different areas of our country and different countries'case. First, we should take some methods to perfect labor relations and social security system themselves. In labor relations, we should find out new mechanism to regulate labor relations actively: strengthening the management of the labor contract, pursuing collective contract system and collective bargaining system; In social security system, we should expand coverage rate of social security system, realize social security socialize, accelerate social security legislate etc. And the text provided concrete method of dealing with labor relations and social insurance about the laid-off labors of state-owned enterprise, about constructing the effective suggestion of rural worker's social security system. Secondly we should improve relevant related mechanisms, create the condition and synthesize to coordinate labor relations and social security system, including strengthening educating and training, fostering and improving labor market, improving the tax system etc.
