Countermeasures Study On Public Finance In Supporting The Construction Of Socialist New Countryside

The issues of rural development,peasants,and agriculture are crucial to the whole country's sustainable development,to the construction of the "harmonic society" and "well-being society",as the agricultural development will ensure the strong base of the holistic development,the richness of peasants will contribute to the prosperity of our country,and the stability of rural area will be the precondition of the harmony and stability of our society.Again,in the process of supporting the construction of new socialist countryside how the public finance play its roles and contribute to the process is crucial to the construction of a harmonic society.Therefore,to study on the topic of how the public finance support the construction of the socialist new countryside is imperative and important.This paper consists of 5 parts:The part of introduction introduces the background,current development,logic,and methodology of the research.The chapter one explains that there is no shirking the responsibility of the public finance in the process of constructing the socialist new countryside.There is a close relationship between the public finance and the construction of socialist new countryside.From the aspect of meeting the public requirement,the public finance is to provide public goods and service,including providing public goods and service to the countryside and peasants.From the aspect of redistribution of national revenue,the public finance can play a certain role in reducing the disparity between individuals in our society.From the aspect of social stability and development,the stability of countryside will contribute to the stability of whole country,and the rural development will contribute to the development of whole country.The chapter two analyzes the current situation of rural China and the problems needed to be dealt with urgently.The main restraints to the rural development include:poor qualification and lack of awareness of market competition of peasants;poor education,backward science and technology,and lack of qualified professionals of countryside;too slow of the process of modernization;the severe conflict between the natural resource and surplus rural labors and the difficulty of the migration for rural surplus labors,and between the small households and big fluctuated market;lack of supply of rural public goods and poor governance.From the author's survey,I have identified the most urgent needs of peasants: the rural infrastructure construction,rural education,health-care, cultural development,social insurance,and the settlement environment.The chapter three introduces the successful experience of the governments of developed countries in supporting the agricultural development and rural development.The developed countries aimed at improving the basic living condition of peasants through increasing the input to agriculture including increasing the input to the construction of rural infrastructure,agricultural research,agricultural technology extension,and providing training for farmers.After having improved the living condition of peasants,the government support extended to agricultural production and circulation,and this has further built a strong base for an integrated agricultural and rural development.The chapter four proposes the basic strategy and concrete measures in how the public finance support the construction of socialist new countryside.The construction of new countryside needs the support of financial policy as a driven force.Nevertheless the public finance should innovate its institutional and policy support to the construction of new countryside, reasonably adjust the redistribution of national revenue and the structure of financial budget and current policy in supporting agriculture,further improve and perfect the financial transferring payment system of central government and establish a perfect local financial management system by properly simplifying the involvement of different level governments and financial institutes and integrating the business management and financial management.The innovation of the public financial management should aim at the industry supports the agriculture and the cities support rural development,improving the provision of public goods and service by extending the covering area of public finance in rural area.In the fund-raising for the construction of new countryside,the mechanism for the stable increasing of the funds of "finance supports agricultural development" should be established and the new resources for raising agriculture support funds should be developed even considering the possibility of raising funds through public debts.In the use of the funds for the construction of new countryside,the current agricultural development projects and funds should be integrated.The effective way for integrating the fund use should be studied.The strategy of whole village development and integrated development should be implemented.These will contribute to the improvement of efficiency of the use of "finance supports agricultural development".The key areas of the support from the public finance to the construction of new countryside are to:1) support the construction of the rural infrastructure to further improve the living condition of peasants;2) support the improvement of rural education to improve the qualification of peasants;3) support the establishment of the public health-care system to improve the health-care of peasants;4) support the establishment of rural social insurance system to improve the social welfare of peasants; and 5) support the rural cultural development to enrich the spiritual life and develop healthy entertainment of peasants.
