Study On The Finance Operation Of Township Based On New Socialist Countryside Construction

Township is the important subject and organization of the new socialist countryside construction, the finance of township is the important promoting force. Which the effect of finance of township on the new socialist countryside construction, how the effect exert, and how much the effect, all affect the process of the new socialist countryside construction directly. However, with the further innovation, the challenge of township's finance become more and more great, the township's finance has a lot of difficulties and problems, especially after the Rural Tax-fee Reform, the contradiction of income and expenses become aggravation, part finance of township get into trouble, the positive effect abates on the rural economy development, the finance of township faced the new subject on the new socialist countryside construction.This paper take the Taizhou City Jiangsu province as an example, by using comparison, aim at different types township(for example: industry status, financial condition, economic development statusand so on) makes a comparative analysis, relatively accurate realized the existing problems, put forward the preliminary explora tion thinking of how constructe the new socialist countryside, and how devolop the finance of township.Firstly, the thesis introduces the background of this research problems, illuminates the study target and scheme, and describes the structure of the thesis, include the presentation of questions, conception and the definition of study range, basic research method and innovative points etc.secondly, the thesis describs the theoretical basis and the foreign experience. Emphasis on the welfare economics and public finance theory, summarizes the finance analysis theory and fiscal transfer payment system and so on, analysis the practice of national finance supporting the rural public goods of the USA, Japan, Korea, India etc, give the enlightenment and reference of the township's finance operation and the new socialist countryside construction. Based on these, the thesis investigate the historical evolution of Chinese financial system, mainly introduces the historical evolution of township regime and the township financial system, reviews the historical process of China's rural taxation reform briefly, generalizs the common experience of the rural public goods and the beneficial inspiration of inicreasing the expenditure on the supporting agriculture of our country.Then, the thesis empirical analysis the operation status of township's finance based on the new socialist countryside construction. With the Taizhou City for case, preliminary systematic the selective investigation on 1 area and 11 townships, 4 cities of Taizhou city Jiangsu province for 8 Years(2000-2007), researches and analysis the finace operation status of the new socialist countryside construction: nowdays, bound of the present system, the township's finance be restricted to some extent, faced more pressure.Based on these theoretical analysis and field survey, the thesis put forward the mechanism construction of the operation of township's finance under the background of new socialist countryside construction, under new situation, need to deeping the mechanism reform further, lighten the pressure of township finance; need to explore the more better financial super vision and management system, improve the operation quality of township finance; need to explore the public summons, bidding and competition mechanism; improve the efficiency of public goods, ensure the healthy and steady progress of the new socialist countryside construction.At last, research results and policy suggestion, this part summarizes the main conclusions of thesis, puts forward the the corresponding countermeasures and suggestions of township's finance reform based on the background of the new socialist countryside construction.
