The land utilization of urban-rural intersections is hugely influenced by the towards of urban development. Not only the relocation of city old function but the settling down of city newborn function has made the land utilization of urban-rural intersections rapid fluctuations. The non-agricultural land utilization by some external investment bodies in the urban-rural intersections also have great randomness. The urban-rural intersections is the zone which has the most complex, incisive and the centralized contradictions in the process of land utilization. Institutional arrangements and policies and regulations that relate to the land utilization of urban-rural intersections are vague and complicated. They will affect the disposition way and the efficiency of present and future land resource.From"11th Five-Year Plan"to 2020 China is in an important stage that our country is building a comprehensive well-off society. The overall strength will reach the level of medium developed country, GDP multiplies two, industrialization and urbanization basically achieve. In other words, the process of urbanization and industrialization will accelerate under the circumstances that the population continue to increase. So the occupation of cultivated land is inevitable. In this process the land demand mainly displays in: eastern part must take the lead to realize the modernization, middle must rise, western part must develop, northeast must revitalize, the infrastructure needs to follow, the new rural reconstruction must advance. Nearly all areas have proper reasons for land demanding to speed up the development.From"11th Five-Year Plan"to 2020, 1.8 billion acres of arable land total control is central government's objective function. To defend the cultivated area 1.8 billion, we must face up to the contradiction between the dynamic of urbanization and industrialization high speed development and the irreversibility of occupied agricultural land which appears in the land utilization of urban-rural intersections. To achieve this goal variable, the central government must make up the existing land rules and regulations in fresh flaw, adopt a more effective way to urge the local authority to save intensive land use.China's current land management system is not very reasonable. The present land-use mechanism is distorted .There is the issues of property rights, but also the management problems and how to make the market play a greater role. All these have resulted encouraging and restraining weaker among the main interests of all parties to use land intensively and affect upgrading the efficiency of land use.The paper first introduces our country present land system and regulation system. The following is the analysis of interests demand of the main interests and game model. Last, the paper emphatically elaborates how to improve the existing regulation system to enable the efficient regulatory system so that cause the system to minimize the transaction costs, and introduces the market mechanism to prevent the rules and regulations causing land price distortion in the land transaction market. From the objective point of the reality of China's regional imbalance in development, the paper proposes region difference treatment between the regional allocation of land and other measures to improve the regulatory system.
