Study On The Construction Of The System Of Rules And Regulations Of CHEGS

As the professional geological survey organization of hydrogeology and engineeringgeology and environmental geology,CHEGS(Center for Hydrogeology and EnvironmentalGeology, CGS) is a unit directly under CGS(China Geological Survey).After50years ofdevelopment, the construction of rules and regulations have accumulated many goodexperience, also established a relatively complete system of rules, but there are still someproblems.In recent years, as the country gradually pay attention to the construction ofecological civilization, the geological survey task is increasing year by year, and theregulations problems gradually exposed in our institution, and it serious restrict thedevelopment of CHEGS. Therefore,there needs the innovation of management concept,and study the new management mode and methods to adapt to the new situation.By searching literature,We get the experiences in the construction of rules andregulations for the practices of domestic enterprises and institutions.At the same time, therelated concepts was involved, which lays a theoretical foundation for the further study.Through analysis and empirical research, the basic situation of the institutions, thesystem of rules and regulations formulation procedure and implementation are describedhere.And4main problems were found here：the first one is the planning is not perfect,mainly manifested in the lack of overall planning; lack of top-level design; cumbersomeapproval procedures, and so on. The second aspect is the lack of publicity, main show littlecontact with the rules and regulations in the staff, system revision is not timely. The thirdaspect is the lack of evaluation mechanisms, mainly manifested in the lack ofcorresponding supervision measures; the lack of follow-up tracking.The The fourth aspectis the implementation effect is not perfect, mainly manifested in the focus on theconstruction of ignoring the implementation of the system; maneuverability; repeatedexamination phenomenon is serious, and so on.According to the problems, it proposes the construction scheme of the system of rulesand regulations, and defines the guiding principle, the overall thinking and goal, itconstructes the architecture and framework, the system file encoding rules, standards, thewritten form of the detailed provisions. And also it gives full consideration to the security measures and regulations system construction. It is carefully arranged from threeaspects:organization, system and staff.Finally, the implementation steps of the system ofrules and regulations was made here, following five stages: start, implementation,evaluation, promotion, platform construction, staff training etc.And it strives to achieve thegoal of construction of the system of rules and regulations.
