However, the capacity of the nature is limited after all, the development of science and technology is only as much as possible so that human development activities as much as possible to achieve the maximum capacity. The higher the degree of human civilization, the higher the level of development, the impact of the nature to human activities will become increasingly evident.PRED issue which includes the current population, resources, environment and the development of human society has become the most prominent issues that effect the sustainable development. On the bases of the already existing socio-economic conditions, we must continue to develop on the basis of the original, in addition to accelerating the development of scientific and technological achievements and transformation, the most direct route is to expand the explore of space, and make full use of the space and resources which have not been developt or in a level of low intensity. So people began to turn to look at the blue ocean which covered 71 percent of the Earth's surface.As a special environmental system s ocean is unlike terrestrial ecosystems, in addition to its special marine ecological environmental function it can alse supply human beings with rich marine products and expand the living space, all of these features can make PRED issue eased to some extent, Therefore coastal areas are making efforts to increase the intensity of marine development, the main administrative units have developed strategy plannings for the development of regional marine. as the forward base of marine resources development, the role of Shoal is very prominent.But how to use and develop shoals land land resources in a more scientific and rational way, eliminat the constraints that exist in the process of China's development in the beach and improve the level of the development and utilization of shoal resources have became a problem that we have to think about before the development. In this paper, we start from the definition and functions of the Shoal, with the amount and distribution and the use of the Shoal resources, in the light of domestic and international experience in the development and utilization of the beach , analysis the problems that exist in the process of the development from different spatial scales, Based on the research above we proposed the countermeasures.
