The service trade develops the most rapid in the international trade domain. As the most important component in the service trade, the tourism service trade obtains the widespread attention because of its rich profit and tremendous contribution to a country economy. The tourism service trade will become the most important domain in the international competition and the cooperation with the various countries' traveling service economy development.Heilongjiang province lies in the northeast of China. Because of its unique geographic and climatic condition, it has original and mystical resource. However, tourism depends excessively in winter in Heilongjiang, the development of other tour products is not enough, the ice and snow tour faces competition. All these factors are disadvantageous for Heilongjiang in the competition. In fact, Heilongjiang is cool in summer, Heilongjiang also has plenty of resources such as forests, grasslands and wet lands. It is possible for Heilongjiang to enrich the tour products. The study on tourism service competitiveness of Heilongjiang Province has practical significance to the development and planning of province tourism and province economy of Heilongjiang.In order to analyze tourism service trade competitiveness of Heilongjiang province, the paper constructs the paradigm of factors on Heilongjiang international competitiveness of tourism trade in services and indicates the five specific factors: Factors of production factors in the tourism industry; Tourist Market demand factors; The main factor in tourism services; Tourism environmental factors; Tourism-related industries and supporting factors.This paper analyses the competition of Heilongjiang province international tourism service trade, according to the appraisal system containing export market share index, CI index, CAI index and RCA index, and the comprehensive appraisal target system including potential power and the realistic ability, which grapes the relations between tourism resources and tourism other factors. The result indicates that the first appraisal system demonstrates that Heilongjiang province tourism service trade competitiveness is in the moderate status, that is to say, Heilongjiang province still has strong competitiveness in our country. On the other hand, the comprehensive appraisal system shows that Heilongjiang province tourism service trade competitiveness synthetic evaluation is situated the first in the world. In the long run, the international competitiveness of tourism service trade of Heilongjiang Province has a descent trend. Heilongjiang Province must have a sense of urgency, because competitiveness of Liaoning and Jilin provinces gradually catch up with that of Heilongjiang Province in the north-east area. Therefore, combining the realistic evaluation index with the potential evaluation index, we can see the superiority and the insufficiency of tourism service trade of Heilongjiang province. Finally, this article proposes the related strategy suggestion according to the problem which existed in the development of Heilongjiang province tourism service trade.
