A Study On Highway Bot Project Performance Evaluation

BOT was a kind of multi-functional investment including a set of financing, construction, operation and transfer into one. With such BOT in highway construction was used frequently, socio-economic efficiency of BOT project were concerned in our country, it was important to study and explore highway BOT project performance and evaluation of the theory and practice for scientific evaluation of highway BOT project's economic, effectiveness, efficiency, and improve BOT projects were the decision-making level and socio-economic effectiveness of all aspects of the job. Theory research at home and abroad was recalled; all aspects of the highway BOT project performance evaluation theory evaluation methods and indicators system were discussed, empirical research was carried through an example.The project performance evaluation and content and methods of BOT projects at home and abroad were analyzed deeply in the part of Literature review expressway. BOT model and basic operational procedures, as well as highway BOT project performance evaluation definition, characteristics, principles and basic content were discussed in theoretical analysis part. Through the "3E" principles, key performance indicators, cost benefit analysis and evaluation of a detailed analysis of process theory, the theoretical support and application foundation were founded for the further study of highway BOT project performance evaluation.Index System of indicators were on the basis of constructed through ideas, basic principles, methods and indicators to build a detailed analysis of design, drawing on relevant research results, BOT highway project performance evaluation of the decision-making, construction performance, operating capacity performance and the country's contribution to the performance of these four aspects of the indicators of an in-depth study of system design, at last, BOT project performance evaluation indicators framework are formed through the four criteria layer, layer 12 indicators, 39 sub-indicators highway. Logical framework method, success degree evaluation method, fuzzy comprehensive evaluation method, the level of analysis and comprehensive evaluation based on entropy of the three commonly used in project performance evaluation methods were discussed in detail. And in accordance with qualitative indicators of the standardization of treatment methods, fuzzy entropy weight coefficient method were used to calculate all levels index weight.BOT project expressway from Xuchang to Yuzhou was selected as study object of performance evaluation indicators framework in the empirical part. Experts scored each sub-index of evaluation indicators framework based on the standard grade of success degree. Combined with the weight of each indicator, the use of fuzzy comprehensive evaluation method, the results of, the project performance evaluation results were analyzed. Finally, empirical research and dissertation research of guiding significance were summarized, pointing out future research directions.
