Study On The Risk-based Surveillance System Of Food Safety

Food safety has become a growing concern issues of global interest .Risk analysis is a new model of food safty management, as the basis of WHO making standard and policy of food safety, and now has been an internationally recognized principle and method of food safety management. In this paper, we will compare the food safety surveillance system and the application of risk analysis in the United States, the European Union, Japan and other developed countries, to explore a food safety risk management system suitable for China, ensure the effective transference and implementation of risk analysis, thereby form a food safety risk management integrity system, so that effectively prevent and control of foods hazards. The content of this study include the following six aspects:①The status of risk analysis applied in the domestic and international food safety management, and the problem of China's food safety management ;②Research the food management system risk-based in organizational structure, including sectoral functions, personnel requirements, etc.③Research risk management mechanism of food safety management agencies, including the collection and analysis methods of risk information , the channels of risk information communication , risk management measures, etc;④Study the issue of food safety information and emergency response system, including the ways and means of issue of food safety information, operation of emergency response system.⑤Departments of technical supportation, including the development planning of technical detection institutions and the monitoring point, etc.⑥Study the operation mechanism of the Committee of Experts, including the working principle of the Committee of Experts, personnel specialty structure and operation mode. In this study, we will study systemly the food safety management system based on the principle of risk analysis in combination with China's actual situation,including the organizational structure of regulatory agency, the functions of the department and the linkage mechanism, the implementation of risk management measures, operation mechanism of emergency response system . The study will have practical guiding role to domestic food safety management agency for carrying out risk management work. At present, no same report in domestic.
