Study On Countermeasures For The Absonant Problem Of Public Products Supply For Both Cities And Countries Of Chongqing

There has been great changes for Chongqing including politics,economy, culture and society which directly under the jurisdiction of the central government. The absonant problem of public products supply of towns and countries which has been made by the typical history and system of dualistic economic structure with the characteristics of great city and great country now has pricked up the inequality of both economic development and standard of living for the residents. The serious scarcity of supply has restricted the economic development of countries, lugging the level of income and consumption for residents between cities and villages, reducing the tempo of agriculture and domino effect of savings, investment and employment. So We make a deep analysis of the differences and characters of public products, discussing the reasons and influences, putting forward the countermeasures including construction of infrastructural facilities,basic education, public health and medical service and social security based on the enactment of public products concept as well as the trait ,scope and the absonant connotation for the supply and the value standard for harmonious accommodation.The conclusion of research as follows: firstly, the absonant supply of public products has restricted the harmonious economic development between cities and towns .Secondly, the demonstration opens out the inharmonious supply for construction of infrastructural facilities,basic education, public health and medical service and social security mostly on gross, equal per population , structure and system. Thirdly, it has a lot of reasons such as systems of intersected dualistic economic structure for both cities and countries, intersected system of social security and fiscal mechanism, intersected supply systems and different supply responsibility, supervised system of government as well as asymmetry of power of finance and affairs, heaviness of debt for the counties and villages and natural factors.The countermeasures and suggestions as follows: firstly, we should have a definite principle for the harmonious supply of public products. Secondly, we should innovate supply system of public products for cities and countries of Chongqing including changing the system of dualistic economic structure ,establishing the institutional system and channel of peasant demand, constituting multilevel investment system from the city to native place and introducing marked-based system in building raising system for funds of agricultural public goods with the characteristics diversified main body and levels. Thirdly, we should promote supply efficiency of public products including reducing supply cost, making a difference among diversified agricultural public products, promoting organization structure of pluralistic mechanism democracy through innovating system, standardizing the hearing of witnesses for public undertakings for the sake of assuring the change of agricultural public products from camera to transparency, promoting the effect of supply and designing the supply mode. Fourthly, we should establish public fiscal system for harmonious supply of public goods including increasing transfer payment of finance from the central to the native, compartmentalizing the power between finance and affairs in reason, increasing fiscal funds to the investment for agricultural infrastructure construction ,basic education, new cooperation medical service ,social security ,rural banking ,system of public service ,service and guarantee for peasant workers. Fifthly, we should establish the associated system for harmonious supply between cities and countries of Chongqing.
