Both traditional manufacturing industry and agriculture has strong demand of high technology and new technology. The importance of technical opening is creating the environment of innovation, in order to allocate technical resources effectively through communication and cooperation, finally bring the harmonious development of technology, economy and society. The technical opening theory of Ze-Min Jiang and Xiao-Ping Deng is researching basis of the article, it analyses the environment of technical opening in Chongqing objectively and systematically, form the point of technical market, the industry of high technology and new technology and foreign trade, getting the difference of technical opening's effect between Chongqing and other areas. By studying the successful experience of technical cooperating model in other countries and areas, the article raises the new model of technical opening theoretically and gives the specific methods.
