As economic development go by,the real estate industry has entered the toughest phase ,along with the government strategies of macro regulation in the real estate ,and the impact of international financial crisis. Many Real Estate Development Companies have found: After the acquire proficiency in quality, they are facing with severe cost challenges. According to disclosure of relevant information, the impact of construction projects cost in design phase is great. So from the cost control point of view, the design phase is the most crucial phase of the real estate for domestic.The practical application of cost control in design phase fails in research currently, the existing problems are mainly as follows: At first, because of the real estate for domestic peculiarity and the lacking of high-standard controller, the cost control in design phase cann't doing deeply. Secondly, because of the lacking of time for design, the depth of design is poor. Thirdly, the evaluating project design doesn't work, because of the restraining factors. Lastly, the expression of cost control is poor in design organization, because of the design fee is unrelated to the cost control.During the whole process of project investment control, once the investment decision is made, the key of cost control is in the design phase. But in the practicalworks, because of the neglect of cost control in the design phase and the lack of deepresearches on cost control measures and regulation, the phenomenon of cost overrunning widely exists in the construction process.According to this phenomenon, an integrated set of controlling notion and method is systematically brings forward in this paper. Theories of quota design, VE, LCC havebeen applied to illustrate how to control the cost in each design phase (Schematic Design Phase, Design Development Phase, Construction Document Phase, Configuration Design Phase, Dipeline Design Phase, Other Design Phase).How to realize the design optimization and cost control in the design phase of the Residential project, on the premise of the architectural design certainty. At first, on this basis of conventional cost control quota design and VE, research the measure of cost control .Secondly, on the premise of the architectural design certainty, How to realize the configuration design optimization.
