With the real estate industry’s transition from the Golden Age to the Silver Age, real estate’s cost control has gotten more and more attention, especially cost control in the design phase of has made a great achievements in recent years. Otherwise, there still exist many problems. The main problems include: some companies do not pay attention to feed forward control and usually they think of remedies and cost control only when the problems come across; or Although others do pay attention to feed forward control, dead end of cost management still exits because of the irrationality of cost management flow; or the design institutions has already gotten used to extensive design modes, and they lack of recognition of cost control’s signification in design phase; in some places, the architectural design market is extremely chaotic, inundated with mutually competition at a low price, amateurish designers, even those who take refuge in design; or the phenomenon that design cost is greatly lower than the national standard and design cycle is seriously shorter than the national regulation; or the domestic professional architecture structure design institutions don’t develop as well as the foreign ones and so on. These problems seriously affected the healthy development of the real estate industry and the quality of cost control. Under this situation, it is of great practical significance to study the cost control of real estate development projects in design phase.In this paper, we took cost control of Zijun real estate development projects in design phase as study object and analyzed the problems existed in this project’s cost control and their causes.We also summarizedthe improvement approaches and safeguard measures that should be taken about cost control. Beside we proposed some suggestions on structural cost control in design phase and the necessary measures that need to take on how to efficiently reduce structural cost to void waste and how to improve the overall profit through cost control in design phase.
