| China is a big agriculture country.Chinese "Sannong" problem is very serious. The key and difficulty of Chinese "xiaokang" society and modernization is solving Chinese "Sannong" problem. In the Fifth Plenary Session of the 16th CPC Central Committee, New Countryside Construction is put out again. The central government officially puts forward the aim of the new countryside construction,which is "the development of production, affluent life, civilized style, rural village, democratic management".The key of New Countryside Construction is increasing the income of the farmers and improving their production and living conditions.The importance and difficulty is the countryside construction of backward rural areas.This paper study Hongjiang New Countryside Construction, which has practical significance.This paper has a deep and systematic analysis of Hongjiang current rural economic on the factual situation.Through the utilization of indexes such as regional quotient, similarity coefficient and shift share analysis, the paper has a quantitative analysis of rural industry structure, the research shows: (1) Hongjiang has the relatively backward rural economic, low incomes and hard lives of peasants, the great difference between town and country lies.The big difference between the rich and the poor lies in Hongjiang countryside, because of the influnces of regional location; the coprensive comprehensive qualities of the pesants and policy. (2) Hongjiang agricultural structure has a big proportion in agricultural industry structure of Hunan and China. (3) The main industries of agricultural industry internal structure are agricultural and animal industry, and the main industry of non- agricultural industry internal structure is industry. (4) Hongjiang agriculture industry develops rapidly, and palys a little important role in Hunan province and China. Hongjiang agricultural structure should be adjust and optimizated, because it has a big similiarity with the agriculture industry of Hunan province and the country, a low competitiveness, the unreansonable agricultural industry internal structure. (5) In recent years China , Hongjiang non-agricultural industry structure has developed rapidly, especially mineral resources mining industry, hydropower industry, electrochemical industry ; and it has a smitch proportion in Hunan province and the country. But it is unreansonable and has a low competitiveness. Generally speaking, hongjiang rural industry has a close relation with its natural resources and belongs to resources industry. For the restrictive factors such as funds, technical, pensonnel and policy, Hongjiang has relatively backward rural economic; and unreansonable industry structure, which urgently needs to be adjusted and optimizated.With AHP method and the utilization of Hongjiang Statistical Data and the analysis result of Hongjiang new countryside construction investigation, the general evaluation of Hongjiang New Countryside Construction is made. The study shows: The realization of Hongjiang New Countryside Construction is not very good, and has realized only 74.27% of the planed aim in 2010; and is far from the planed aim of Hongjiang New Countryside Construction. In the two years, Hongjiang New Countryside Construction has big difficultie.With the analysis of the realization of Hongjiang New Countryside Construction subsystems , it shows: the development of production subsystem has realized 79.43% of the total; affluent life subsystem has realized 86.01% of the total; civilized style subsystem has realized 72.50% of the total; rural village style subsystem has realized only 53.74% of the total; democratic management subsystem has realized 71.38% of the total.Hongjiang New Countryside Construction has certain achievements and some problems. The main achievements are:(l)Hongjiang rural economic is gradually, developing and Hongjiang has a base of optimizing industry structure.(2) rural infrastructure has improved obviously, especially rural infrastructure related with the lives of peasants such as rural road and rural rural water improvement etc. (3) rural social assistance and security insurance has continuously developed. (4) rural service system has gradually formed, and the government raises the abilities of policy and financial support to agriculture. The main problems are: (1) the propaganda work of New Countryside Construction is not enough. (2) the effect of demonstration villages is not obvious and demonstration villages are extended difficultly. (3) rural industry is unreasonable and urgently needs to be adjusted and optimizated. (4) the peasants' incomes increase difficultly and the peasants are not satisfied with their lives. (5) rural infrastructure needs to be improved. (6) civilized style education needs to be strengthened. (7) rural service systems needs to perfected. Aiming at these problems, the paper points out: the most important and most difficult tasks of Hongjiang NewContryside Construction are: firstly increasing peasants' incomes and improving peasants' living levels; secondly strengthening rural infrastructure and improving peasants' production and life condition so as to improve peasants' life qualities.Based on the previous analysis, the paper points out Hongjiang should speed up New Countryside Construction. The countermeasures are: (1) According to the local Factual situation, Hongjiang should take full advantages of rural resources and develop rural advantageous resources industries. (2) the government should actively guide and support rural industry development and speed up rural industry structure optimization. (3) Hongjiang should contiously perfect rural infrastructure and develop rural social causes. (4) Hongjiang should contiously perfect rura service systems. (5)Hongjiang should have polytropic financing and raise policy and financial supporting abilities to agriculture. (6) the local universities and college shoul play important roles in Hongjiang new countryside construction.In these ways Hongjiang will continuously develop rural economic, realize the full development of the rural economic and society, build rich and ecological Village rural and promote the progress of "xiaokang" construction. |
