It has always been a serious challenge for the managers that how to make their employees create the most outcomes. In recent years, more and more enterprises encountered the serious challenges in staff management, especially under the circumstances of global economic crisis since last year and the grim prospect of Business & Exportation of China's private enterprises. The lack of incentives, frequent staff job-hopping, increased cost in management are quite common phenomena in the small and medium-sized private enterprises. How to manage employees, understand their needs, stimulate their energy are becoming the priorities for the managers in then new economic era. Mr. Dessler, the master of HR Management in US, pointed out that there can be meaning of incentive in all kinds of managements and the system of HR management is a system of incentives in a broad view. Therefore, how to motive staff effectively has became an important subject for the scholars and a key role in corporate HR management. It also became a core proposition in modern enterprises'sustainable development.This article is focused on the incentives system research of small and medium-sized cooperates and expounds with the order of finding the problems, analyzing problems and solving problems. This article firstly reviews the relevant incentive theories at home and abroad then goes deep to the extensions and characteristics of small and medium-sized foreign trade cooperates. Bring out the incentive mechanisms and point out the problems of low efficiency, ill-working attitude and frequent resignation in small and medium-sized cooperates. Analyzing problems with theories and re-analyze with practice and finally provide a suitable and workable plan with practice in XYA industrial Co .Ltd. Follow up of the practice to confirm the improvement and provide a reference to similar cooperates with constant adjustments and improvements.This article comes to a practical conclusion with both theories and practice by researching documents and practicing. The traditional incentive mechanisms must be changed to increase staff productivity, solving the problems of frequent staff resignation and idleness in job. By using the multiple incentive plans and appropriate authorization to increase the responsibility and the sense of belong of staff so as to form a virtuous circle of staff work productivity.
