At present, the economy of Fujian province is in a stage of "Haixi construction", and its vast majority of enterprises are small and medium enterprises. To achieve the goal, the enterprises need to joint efforts of the members of the enterprise to bring a better performance. While in order to produce satisfactory performance, it not only needs that the leaders are good at using the power to influence subordinates, but also needs scientific and effective incentive system and method to motivate the subordinates in organization. Since a set of effective incentive system helps the organization to achieve its goal in four aspects:to fully tap the potential of people and improve the work efficiency; to create a good atmosphere of competition and improve the effectiveness of management; to coordinate the organizational goals and personal goals and promote the member’s loyalty and organizational cohesion; to attract a large number of outstanding talents for organization. But the current situation of the development of human resources management and self-development of small and medium enterprises in Fujian province are disproportionate. Especially because of the imperfect incentive system leads to low working enthusiasm of the staff and high brain drain rate, which seriously affect the long-term development of small and medium enterprises. Therefore, the reasonable, effective incentive measures, which plays an important role in the long-term development of the small and medium sized enterprises in Fujian province.This study is divided into four parts. The first part is the study of the problem, the background and significance, domestic and foreign incentive theory and the innovation of this research, and finally explains the purpose, method and content of the research. The second part is the analysis of the characteristics of small and medium enterprises in Fujian. using the SWOT method to analyze the characteristics, impact and employee characteristics of Fujian small and medium-sized enterprises. The third part is to analyze the present situation and reasons of incentive management of medium and small enterprises in Fujian province. In the study, the author uses questionnaires, field interviews and other forms to survey the current incentive status and employee satisfaction of Fujian small and medium-sized enterprise. By creating a model of the relationship between job satisfaction and motivation factors and using statistical method to obtain the sequence of important factors of motivating employees. Then carry out a interview survey according to the employee family incentive cost to obtain the importance of employee incentive management. Finally find out the causes of problems of employees incentive in internal and external environment of enterprises. The fourth part puts forward the measures of improving the incentive, by strengthening government support; establishing corporate social image; perfecting the internal incentive mechanism. In the field of internal incentive mechanisms, the author studies form the development incentive, salary incentive, organizational culture incentive and differential incentive. In salary incentive, the author does a certain amount of narrative and research on the concept of employee family incentive, and improving the charismatic leadership to stimulate the staff. At the same time, the author puts forward corresponding measures for the optimization of excitation management, to really properly play the role of incentive development. By this, small and medium sized enterprises in Fujian province can better attract staff, develop staff and retain staff, and ensure their sustainable development.
