With the development of the global economic,the environment of the enterprise becomes complex and changeable. Specific features are: dramatic changes, shortened cycle of the industry , accelerated pace of technological innovation , uncertainty of a variety of factors . In order to survive and develop , enterpries must implement timely management innovation and HeXie Management Theory emerges.Enterprises pay some attention to the interests of stakeholders because of the uncertainty of the environment and intense competition. Performance evaluation is important to management activities of the enterprise, Peter ? F. Drucker (Master of management ) has said that:If you do not evaluate, you will not be able to manage . In order to envaluate the degree of implementation of the goal, performance evaluation is reguired.Facing the uncertainty of the environment ,mordern performance evaluation exists some defects. In order to response to the uncertainty of the environment and satisfy the requirements of the stakeholders, enterprise should study the performance evaluation in new perspective.This paper talks about the HeXie Management Theroy, Stakeholder Theory ;evaluates the performance from the perspective of the whole process; constructs the whole process of performance evaluation index system .Mainly include the following :Firstly, this part tells us the origin of HeXie Management Theory, basic concepts, and main points (expecially HeXie Theme , He Principles, Xie Principles); introduces the Stakeholder Theory and the concept of stakeholders; talks Performance Evaluation Theory detaily, including : the concept of performance ,the status quo of the performance evaluation, the new development of performance evaluation- process performance evaluation, the opinion of HeXie Management Theory on performance, stakeholder theory in the application of performance evaluation .Secondly, this part tells the the concept of the whole process of performance , the characteristics of the whole process of the performance, the characteristics of the whole process of performance evaluation,the principles and the method in selecting evaluation index .Thirdly, this part talks about the key stakeholders of the the whole process . They are shareholders , staff, sustomers and society . Different stakeholders concern about different contents.Finally, this part constructs the evaluation index system of the whole process , this is the main content of this paper, including: the evaluation of HeXie Theme, the evaluation of HeXie Management Process , the evaluation of HeXie Management Results . Evaluation on HeXie Theme includes: consistency between HeXie Theme and Strategic Objectives , comprehensiveness in the process of determining HeXie Theme. After that, this part sets up corresponding indexs; Evaluation on HeXie Management Process includes:"He Process"and"Xie Process"evaluation. This part analyzes the key control point, the key success activity and the key success fators in"He Process"and"Xie Process", after that , this part sets up corresponding indexs; Evaluation on HeXie Management Results includes: staff, customers,finance and society.
