Study On The Optimization Of Grain Production Distribution In Xinjiang

Xinjiang Uighur Autonomous Region has the largest land area in western China.Its food security is not only related to the problem of feeding the local people,but also the political stability of the frontier. With the development of socialist market economy,the efforts of agricultural structure adjustment which is mainly for trying to help peasants increasing income are constantly widening.Coupled with high-quality grain bases construction lagging and the comparative benefit of grain production declining,the food security is facing new challenges.In this situation,taking the production superiority and scale advantage of grain in Xinjiang into account,the autonomous region presents tentative that is making great efforts to build high-quality grain base,and then will make Xinjiang become a national food reserve base.The construction of grain bases should follow three principles:regional layout,specialized production and industrialization management.Therefore,in order to do a good job in building grain bases,the optimization of grain production distribution in Xinjiang is imperative.First of all,basing on the analysis of the layout of grain production,citing the relevant theory and linear programming model,selecting twelve administrative districts as research object,choosing water resources,the planting structure,farming area and the food demand as constraint condition,deciding efficiency of grain production as optimal objective,this paper predicts main grain planting area of Xinjiang administrative districts in 2020,and provides scientific decision basis for the scale of grain production in Xinjiang in the future.The results above are given a long-term goal only.In the concrete process of regional development of food production,considering the limited funds,the grain production distribution should follow the below principles:highlighting key points and storied cambium advancement.Selecting fertilizer costs,lease operating costs and labor costs as the input indicators,choosing yield as the output indicators,using DEA method to obtain the relative food production efficiency,classifying the Xinjiang administrative districts with relative efficiency,combining with DEA results and status of food production,this paper provides a scientific guidance and suggestions on how the grain production distribution to carry out. Finally,in order to speed up the step of the optimization of grain production distribution in Xinjiang, this study puts forward some safeguard measures.
