Study On The Efficiency Of Grain Production In The Eastern Farms Of Heilongjiang Province

Food security is the foundation of national life,but it's also the lifeline to protect the development of national economic.In 18 th Party Congress reports and 13 Five-Year Development Plan explicitly mentioned the importance of agricultural production and food production security.And Heilongjiang Province,as the major grain-producing province,with superior grain growing conditions,it has made important contributions to China's food security.But with the development of social economy,the traditional extensive mode of production and the original agricultural production technology can not meet the development of agricultural modernization.Therefore,increasing agricultural production with scientific technology,greatly improving the efficiency of food production,reducing input waste of resources,conducting intensive production is the significant goal of agricultural development in Heilongjiang Province.While these issues become even more important in the farm area.Based on referring to a large number of data and the theory of productivity-related,using data envelopment analysis method,conduct a detailed calculation mainly on the grain production efficiency on farms in eastern Heilongjiang Province,and provide a reference to increase food production for eastern farm region.The results are as follows:(1)The specific food production efficiency in 40 eastern farms appears some differences,that individual farms have the phenomenon of lower efficiency values in individual years.However,over time,with the improving of technological level,its efficiency is increasing continuously,and it can be stabilized at a relatively high level.(2)Based on the comparison among three farms in eastern Heilongjiang Land Reclamation Bureau,the technical efficiency and scale efficiency of the sub-bureau of Hongxinglong and Jiansanjiang is higher than that of Baoquanling.All of them have greater pure technical efficiency,which indicating that the real output of Baoquanling Bureau has not yet reached the optimal output value,which is still lagging behind compared to Hongxinglong stations and Jiansanjiang.(3)The overall food production efficiency was higher in the eastern part of Heilongjiang Farm in 2004-2014,even many years of the efficiency value reached 1.000.The actual value of output of basic farm in eastern Heilongjiang was optimal,and with less waste of resources,the existing level of food production technology can basically be fully exploited.(4)By analyzing the ideal state of grain production in eastern Heilongjiang Province,it was found that the farm whose output is deficiency mostly lack of gross agricultural production,its total grain production can basically achieve the optimal,whichindicating that we need to be valued at the market operators for the farm area.(5)Through the analysis of food production efficiency of Eastern farm in Heilongjiang Province,this paper gave the suggestions to improve the efficiency of grain production of these regions,such as improving the technical level,rationalizing the distribution of resources,improving the quality of employees and other measures.
