Study On Efficiency Of Poverty Reduction Funds In Xinjiang

Since reform and opening up, as a minority and the border areas, Xinjiang has been given lots of support .There is a rapid economy growth and a marked improvement of the poor's production and living conditions, as well as an all-round development of social undertakings in rural communities, about 2,470,000 people in poor step out of poverty into prosperity. Xinjiang's anti-poverty work has reached great achievements. However, after 2001 entered a new stage of development work to help the poor, the poverty alleviation work is facing with a series of new situations and problems. How to improve anti-poverty model? How to improve the efficiency of poverty-relief funds? Poverty alleviation has become a great challenge. In this paper, focused on 2001-2007 Xinjiang 30 key counties, it tries to sum up the experience and deficiency of using poverty alleviation and development funds, as well as some suggestions. The full text is divided into seven chapters, about 42,000 words.The first chapter introduces the background of the article topic, research purpose and research methods, as well as relevant research results at home and abroad.Chapter II mainly introduces the classification of anti-poverty funds and its functions, the management.Chapter III introduces a new strategic objectives of poverty alleviation and development in Xinjiang and a detailed analysis showing the achieved results since 2001 has been made in the economic, social, people's living standard, infrastructure,Chapter IV is the core chapters of this article. First of all a descriptive analysis is made on the three pro-poor investment in Xinjiang, from the total funds, regional investment, trade investment, summarizes the operation and management of poverty alleviation funds profile. Then, choosing data from 2001 to 2007 in Xinjiang 30 key counties, we establish a panel data model in the use of empirical analysis. Try to answer the following questions: are the poverty alleviation funds efficient or not? Whether there are differences between regions?Chapter V, based on the results of the analysis in the previous chapter, tries to find the key factors in the efficiency of funds. In this paper, it verifies the efficiency of the poverty alleviation funds from the level of economic and social development, financial management and social participation.Chapter VI tries to raise measures and countermeasures for improving funds efficiency.Chapter VII, the end of this article, briefly summarizes the main points and deficiencies.
