Research On The Circulation Pattern Of Xinjiang's Rural Land Contracting

It is well known that the land contracting right of management system based on the family union production contract responsibility system had stimulated billions of peasants'enthusiasm on land and greatly increased the agricultural production. As the goal of"developing the modern agriculture"determined and developed, a concept becomes more and more popular in the theoretical circles and among the local officials, which is that realizing economies of scale is a necessary threshold to cross for us to build modern agriculture. However, the key to cross the threshold is to promote the transferences of rural land and break the limit of the household, then achieving the large-scale operation of the land.According to the data on the second national agricultural census organized by XinJiang, the essay states the current situation of the transferences of contracted management rights of land in Xinjiang province. It analyzes the problem existed in the transferences of contracted management rights of rural land and the factors which affects the transferences of contracted management rights of land and then it explores the pattern of the contracted management rights of rural land. Based on that, the essay tries to construct the suitable pattern of the transferences of contracted management rights of local land from the empirical point of view, by the way of designing questionnaire and doing the research. In the end, it proposes several countermeasure and suggestions in order to provide systematic and useful guide in theory for regulating the transferences of contracted management rights of land.The essay explores four patterns of the transferences of contracted management rights of land and gives its own evaluation of that. Considering that in the course of the transferences of land, the behavioral actors often have some obstacles in concept and bias in the working methods, thus building the effective mechanism of the transferences of contracted management rights of land and constructing the suitable pattern of rural contracted land in Xinjiang can obviously decrease the violations in the transferences of land, regulate the transaction and promote the land resources to be transferred and allocated more rationally. It also can increase the income of the Farmers and promote the sustainable development of the agriculture and the rural areas.
