Research On The Policy Function Of Government Procurement

As a key part of public expenditure,government procurement is an important tool to carry out the public expenditure policy. In a long run, we have paid big price for the remarkable economic growth, including high cost of resources, serious pollution of environment and low level of technology. In other words, the old economic structural conflict and the extensive mode of growth have not been changed at all. Due to the global financial crisis last year, in order to increase the domestic need, the government takes 10 pieces of measure, worth 4000 billion yuan, aiming at stimulating the economic growth. 8 out of those 10 pieces of measure are related closely to the government procurement. Under the new circumstances, it is extremely worthy to do a research on how to strengthen the foundational construction, optimize the structure of production, protect the environment and change the ways of economic growth by making good use of the government procurement strategy, so as to promote the economy and the society develop better and faster.The thesis includes four parts:Part I is an introduction. Based on a study of the experiences of other countries and the current social situation of China and thegovernment procurement strategy, this part points out the necessity of government procurement strategy, namely, the origin of the topic. Also it gives a brief introduction about the development of the related research in home and abroad.According to the theories of public expenditure, public resources and Keynes' theory, Part II emphasizes on the suitable government procurement strategy for China, which includes optimize the distribution of public resources, strengthen the macroeconomic control and protecting the national industry.Part III analyses the shortcomings of our government policy function of the procurement strategy, including the weak recognition of the strategy, the small size of government procurement, the uncompleted policy regulations and the problems in the process of government procurement.Part IV , according to the factors influenced the strategy function of government procurement and learning the successful experiences from other countries, provide the advices and ways to improve the strategy function of government procurement. At the end of the thesis, I reconsider the whole research work and point out the imperfection of it and expect a further research.
