"Three Rural Issues" is the major issues which have a long-term impact on China' s economic and social development. As an agricultural country with a large population, moving to a comprehensive process of industrialization, agriculture is not only a foundation for the development of the entire national economy, but also the important issues of being resolved as soon as possible industrialization . Gansu Province as the rural population accounting for more than 80% of the economically backward provinces, the transfer of rural labor force is related to not only the sustainability of farmers' increase their income, but also whether the entire rural economy get the availability of effective development.The transfer of rural labor force is not only the process of reconfiguration on elements of the social productive forces, but also the process of reconfiguration on economic resources of family farmers. Therefore , from both theoretical research or practice, the transfer of rural labor force has a direct significant on the rural economy, not only a more significant impact on the macroeconomic growth. In this paper, the use of regional economics and political economy theory has a comprehensive, objective and in-depth analysis and research on Gansu Province rural areas development and the transfer of rural labor force status. The results show that the transfer of rural labor force has a more significant impact on the increase of the shift rural labor force farmer' s income, but the impact on the agricultural production is not obvious. Overall, the transfer of rural labor force has a positive impact on Gansu Province economic rural economic development than negative impact.
