In recent years, Chinese economy has been increasing rapidly, which contributes to enhance its overall national strength markedly, on the whole, the mode of economic growth is still relatively extensive. The report of the 17th National Congress of the Chinese Communist Party stressed: "to accelerate transformation of the mode of economic development and promote upgrading of the industrial structure is a pressing strategic task vital to the national economy as a whole. We must keep to the new path of industrialization with Chinese characteristics, pursue the policy of boosting domestic demand, particularly consumer demand, and propel three transitions in the mode of economic growth: the transition from relying mainly on investment and export to relying on a well coordinated combination of consumption, investment and export, the transition from secondary industry serving as the major driving force to primary, secondary and tertiary industries jointly driving economic growth, and the transition from relying heavily on increased consumption of material resources to relying mainly on advances in science and technology, improvement in the quality of the workforce and innovation in management." These three requirements are the key principles that are based on exploring and taking advantage of the economic and social development of China. And they point a way for the transformation of economic development mode of Gansu.However, the selection of the economic development mode of Gansu should be based on its actual situation since the starting points of the development, the cultural traditions and historical conditions are different from those of any other provinces. After referring to the existing related research results, in this thesis, the researcher has made a study on this problem of Gansu by using the ways of comparative analysis and structural analysis. Chapter I involves a summary and review of the present economic development of Gansu Province, and an analysis of the special situation of Gansu and its outside situation. Chapter II, Chapter III and Chapter IV deal with exploring how to accelerate transformation of the mode of economic development from the aspects of the three requirements that the 17th National Congress of the Chinese Communist Party stressed.The thesis has mainly reached three conclusions: (1) the consumption rate is not high, investment rate is high but investment is small, and export volume is small in Gansu, so Gansu should continue to enhance the consumption, expand and adjust the investment, and positively develop its foreign trade; (2) Gansu industry plays a leading role in the national economy, while agricultural foundation is weak, development of service industry is lagging, and industry is large-scaled but not strong. So Gansu should continue to implement its "strategy of expanding province with industry" under the premise of laying a solid foundation for its agriculture and vigorously developing its tertiary industry; (3) Gansu's capability of independent innovation is relatively poor, and its development still relies on material consumption. So Gansu should fundamentally change its development mode that relies mainly on material consumption into a scientific development mode by developing higher education vigorously, carrying out vocational training broadly, introducing foreign and domestic excellent high-quality talents, shaping a social environment that is favorable for independent innovation, and improving its management innovation.
