| With the rapid development of economy and urbanization in China, there is a dramatic increase in population and land scale of many central cities. Which faced with many development predicaments such as urban spatial shortage, internal function unorganized , residential environment deterioration ,urban operation cost increasing etc. On this background, lots of cities learn from the hesperian urban development experiences, using construction of new town as an important way of urban development and structure adjustment. Therefore, Chinese new town constructions are carrying out like mushrooms.However, there are just a few new town constructions succeed in China. The others are confronted with the embarrassment of weak urban attraction and difficult to attract people and slow-moving business. In this paper, the rapid constructions and the failures of Chinese new town are analyzed to discover problems and to explore the possible ways for solving them. This paper puts forward the main points of the dynamic mechanism and planning and construction of new town in perspective from programming.Firstly, analyzing the new town constructions at home and abroad to summarize experience and lessons, and then find the characteristics, problems and the social demand of new town construction.Then, in the view of our country's new town construction questions and characteristics and social demands, by comparing new town with traditionally evolving cities, we introduce the dynamic mechanism of new town development. This paper proposes that new town constructions should focus on the development measures such as regional coordinated development, reasonable urban layout, industry cultivation, environmental protaction and development, new town marketing and the establishment of related regulation system and so on. This is the core part of this paper.Finally, combined with the case of Dongping new town in Foshan city, how to use the dynamic mechanism of new town development in practices is described further. |
