The new town construction is the important way to speed up the process of urbanization. Since 1990s, new town construction has arisen in so many big cities, in order to solve the problem of "big city disease", and accelerate the process of regional urbanization and integration. In the year of 2010, Shenyang Metropolitan Area was officially approved to become a National Comprehensive Reform Experimental Area. The party committee and government of Liaoning Province planned and constructed eight new town surrounding Shenyang city, in order to speed up the development of Shenyang Metropolitan Area inter-city connections. Shenyang, being as the center of Shenyang Economic Zone, based on booming new town construction, policy incentives and basic developments, made outstanding contributions to the development of Shenyang City. Through careful observation and study, we found that there exist many problems need to be solved quickly in the process of Shenyang new town construction.Guided by multiple nuclear extension mode, this article analyzes the basic problems existing in the process of Shenyang new town construction, dig deeply into the reasons of the problem. On the purpose of constructing multi-center urban space structures, on the basis of coordinated development between urban and new towns, achieve rapid development. First of all, set up the guiding ideology of regional development, planning guidance and coordination on the regional level; Secondly, ensuring the new town construction obtain the good external environment by policies and regulations; Thirdly, through the construction of infrastructure and improve the class of public service to form the relatively independent new town; Finally, to form the multicenter-network urban development system supported by superior traffic system and shared infrastructure with the dynamic coupling of industry and city functions.
