Human has entered into a knowledge-based era of new economy in 21st century. This so-called new economy is a new economy form supported by high-tech industries and mainly relied on intellectual resources. In this era, the work of human resource management has raised lots of new ideas and challenges, one of which is the problem of human capital value-added. It can save cost and enhance core competitiveness for enterprise.The goal of human resource management in business is adding value for human capital, and thus produces core competitiveness. In market economy, business operation begins with the needs of target customers and self-benefits, finally determined by the advantage of human capital. Because of long period impact of planned economy system in our enterprises, many of them ignore the importance of human capital value in the human capital management reform process. Currently, there are many problems in the concept, institutions and specific measures in the enterprise human capital management.Through human resource management activities of staff career development, combined with human capital value-added factors and the principle, this thesis researches staff recruitment which implements job requirements and provides professional vision; actively assisting staff in career planning and to promote the rational flow of human resources; giving career training and loyalty incentives focus on career development, finally gives some specific measures and methods for preserving and increasing the value of enterprise human capital.
