As competition is becoming increasingly fierce, enterprises must concentrate not only on developing the external market but also improving the internal management, which is an important way to strengthen the enterprises' competiveness.With the rapid development of information technology and performance management theories, enterprise performance management is combined with enterprise strategies. Corporate performance index is determined by decomposing strategic objectives and a scientific performance evaluation system is designed to encourage enterprises to implement strategic objectives. The performance evaluation system not only enriches and develops the original content of performance management and technology, but also greatly impacts and improves the operating mode of business management. Thus, performance management technology is becoming increasingly quantitative and meticulous. The concept of performance management becomes increasingly strategic and overall in terms of service and business. Definitely scientific performance evaluation system can promote and improve the development of enterprises.In this paper, a combination of theoretical and practical method is applied. Performance management system of GSNK 17 state-owned farms is designed using the Balanced Scorecard and strategy map theory and tools. First, the performance management theory, in particular, Balanced Scorecard and strategy map tool is presented. Second, SNK existing performance management system is analyzed. Third, necessity and feasibility of application of the Balanced Scorecard in GSNK state-owned farms is described. Especially, the process and steps of designing performance management system is mainly provided in terms of finance (shareholder value), customers, internal processes and learning together with growth. According to GSNK near 5-year strategic planning, performance appraisal indices of farm level is designed, the corresponding assessment and the average weight of the reference value is given and assessment indices of the departmental level together with design method of personal assessment indices are presented as well. Finally, steps of performance management implementation and safeguard measures are provided on the basis of the designed model and the check regulation for management personnel of GSNK subordinate enterprises.
