In the process of social transformation in China, rural economy has made a lot of development, many farmers have acquired wealth successfully. However, a large number of rural vulnerable groups have become a social problem which should not be ignored. Rural vulnerable groups have extreme economic poverty, little social developmental opportunities, low-quality culture, and many disadvantages in the competition and no ability to change the status. A large number of rural vulnerable groups will not only affect the realization of the objective of social justice, but also become the "powder keg" which affects social stability and development. How to protect the rights of rural vulnerable groups practically and change their vulnerable status, will affect the coordinate development of city and countryside and the construction of harmonious society. For this reason, study of the social assistance of the rural vulnerable groups depth is of great theoretical and practical significance. It is the fundamental way to change the disadvantageous status of rural vulnerable groups that to rely on the Government's support and their self-reliance and self-improvement. The most direct means is to develop the rural social assistance.As typical rural public goods, the rural social assistance can be made by the Government mainly, at the same time make good use of resources in other aspects, in order to provide such non-competitive, non-exclusive products and services. To realize the transverse equity about urban and rural social assistance, the central government should increase support for rural social assistance, and establish a sound, well targeted rural social assistance system without delay as soon as possible.At present, the rural social assistance system of our country generally divided into rural social relief, rural poverty alleviation, and rural social mutual help. Among the rest the rural social relief includes the widest scope, the rural poverty alleviation has not formally included in the social assistance system, but sometimes not, and the rural social mutual help has now been stalled, whose sub-projects are more or less deficient. To resolve the problem of the inadequate rural social assistance system, we should not only take into account on the national conditions, but also go sight through the international and learn the experience of other countries for our own use. The concept of social assistance reform in western developed countries is the "carrot and stick" policy which can help the helper and put forward the work requirements supplementing by sanctions. According to the implementation of social assistance in the developing countries, we should make the corresponding analysis to the specific circumstances, and find out the suitable way in China's rural areas. More prominent reference is that the pension system can be with our minimal assurance system and household enjoying the five guarantees system. On the one hand, this can achieve full coverage; to the other hand this can avoid the repetition of assistance. To the overall improvement of social assistance system of rural vulnerable groups, I will put forward some concrete proposals. At first, we should attach importance to rural social assistance in the social security system, which is an anxious change; Then we should strengthen the legislation about social assistance to clear legal provisions to protect the vulnerable groups who can receive the relieving right;The core is to improve the social assistance system, starting with its various components, which includes focusing on the support of social relief. making rural poverty alleviation as one of the means of social assistance formally, strengthening social mutual help in rural areas, all-round improvement of rural social relief system, and choosing the most suitable assistance manner for rural vulnerable groups.
