The oil refining project in Huizhou is vitally important to framework for CNOOC industries and with it to implement the "going out" strategy. In this paper, it is competitive project to improve the CNOOC's Refining & Chemical Company in the oil and chemical market, and will as a specific research background to enhance the overall development as a long-term strategy as the performance for CNOOC. To study the refining industry's largest base - Huizhou refinery projects, will building the world's top energy companies as important symbol of one of the refining company to complete the grand objective of the impact. With the project step by step, how to achieve a smooth healthy refining projects of sustainable development, risk-averse objectives. Huizhou refinery project put forward a topic that must be addressed.Papers from the Huizhou refinery project to start to analyse the business environment, SWOT theoretical method used to find out the Huizhou refinery project by the external environment facing the challenges and opportunities and internal strengths and weaknesses of the environment to find out in favor of the company will continue to carry forward the factors and to avoid detrimental to the company's factors (problems), for the next development strategy to adjust and provide a theoretical basis.
