It has becoming a general issue that Chinese enterprises consider either technology innovation or management innovation. This paper try to reveal the relationship between organizational innovation and performance of the enterprise by study the impacts of organizational innovation to the core competencies. It is to find a suitable Research and development system for current knowledge economy era. This paper used Tianjin Taihe piping group as the case study. Taking R&D department organization innovation as the starting point, analyzed the issues in the R&D system Taihe has by comparing into its'current status and characristics with the interaction of technology innovation and management innovation. The aim is to provide Taihe recommendations from the strategic standpoints and provide the reference/experience for innovation management for domestic companies.This paper did the theoretical study of company organizational innovation and company performance, including the comparison of Chinese and Weston countries interaction innovation environment, the study and analysis of the historical changes of R&D management in China and outside of China. And base on these give the suggestion on improvements. Finally the author gives the recommendations and action plans for Taihe R&D organizational reformation on the basis of"Organizational innovation if the shaft coupling of the core competencies improvement in market driven business environment and there is direct link and interaction of performance to core competencies"and the diagnosis and Analysis of Taihe R&D department innovation activities.
