The 17 Third Plenary Session proposed that "to stabilize and improve the rural basic management systems" as well as to promote long-term changes in land circulation. Since the late 1990's, with a large number of migrant rural labor forces, due to various factors, a large number of agricultural land has been extensively managed or abandoned, which seriously affected the normal agricultural production. In the premise of a large number of rural labor forces, this paper has a study of land circulation problem. Also, we proposed some related policies and recommendations to complement and improve the circulation of the current land-related research. Finally, the relevant departments can have new ideas to formulate policies and take measures.Main contentFirst, we mastered the latest research progress through referring to documents both at home and abroad in the area of labor transfer and land transfer. Second, we defined the concept of rural labor transfer and land transfer, describe the relation between land use and rural labor. Meanwhile, we had an analysis the type and amount of the land flow, the cause of act in land flow and the ways and means of circulation. Finally, combining with the field survey data and information, we had an overview of the labor force and the flow of land .Given a comparison and evaluation of different types of land-transfer approach, we proposed relevant policy recommendations.Conclusion of the study1. The transfer of rural labor force has changed the operation scale of the land. Before the transfer of rural labor force, JIU LAODONG village has a very prominent contradiction of more people with less land. With an enlarged scale of rural labor transfer, the average land area of both each people and family has an increase. Some farmers abandoned their contracted land because of labor transfer. This act has laid a foundation for concentration of land to large farming households and other agricultural management organization. Meanwhile, this also provides conditions for appropriate scale management. More land flowing of some large farming households and several agriculture-related enterprises has explained this phenomenon. 2. The lack of rural land-transfer market and intermediary is the main obstacle in rural land-transfer. The current land transfer is a transfer among farmers. At present, the land-transfer manner is simplex and non-standard, the transferred land information is not very clear, no relevant land evaluation and legal consult service, relevant laws and regulations is inadequate, the transaction of flow market has no regulations to comply with. The supervision power is not enough. In this village, transfer is often occurred between father and son, families and neighbors. Some of them are passive transfer because they had no capacity to farm, so that lead to lower land quality, lower market degree, lower use efficiency. Further, that leads to the reduce of agricultural enterprises and large farming households. In the future reform, land-transfer market, nurture intermediate should be built to speed up the land transfer.3. The transfer of rural labor force of the village has an impact to the land use and efficiency. Although not much village land is not abandoned, but the index of multiple crop is not high, and yield is not large. The study found that this phenomenon has a strong relationship with the flow of a large number of rural laborers and migrant workers. In the survey we found that families which have labor force will choose easy way to cultivate and less labor to input crops. If they can cultivate multi-season crops, most farmers will choose one-quarter crops of each year.4. The unsound rural social system is the main reason of slow process of land transfer. At the same time, the land has its dual function for farmer's survival, development and social security. Lack of sound social security system is the main reason of farmers' reluctance of land transfer. In this village, many migrant farmers would rather choose expansive management or no farming than transfer, because they worried about losing land-contracted right. Because of their worry, most of the land transfers are one-year period. Therefore, the input of the land and the infrastructure are seriously restricted. Therefore, the circulation period should be extended so that the recipients will have enthusiasm to invest the land, avoiding extensive management and predatory management. Completing and perfecting rural social security system is a significant measure to speed up the land transfer.Countermeasures and suggestions1. Step up publicity to enable the broad masses of farmers on the land transfer policies and regulations have a profound understanding. Make full use of all forms of media, so that the grass-roots cadres and farmers fully understand the orderly transfer of land is the economic situation and development, is to realize large-scale agriculture, rural urbanization, improve the effectiveness of land management, effectively way to increase the income of farmers, and is supported and encouraged by government, and does not contradict to the long-term stability the right of land contract. At the same time, we need to train some rich representative who increase their income through the land transfer, allow farmers to see the positive role and prospects of transfer of land, allow the farmers to understand the policy, change their inherent concept, rest assured that the transfer. Formed to promote the transfer of rural land, and advanced consensus and internal power of development of scale of operation.2. Establish land use right transfer market and intermediary service agencies to strengthen the markets. Establish land use right transfer market in time to release the land that participate in the transfer, and assess rent, do open source and communicate both sides, on the base of both sides reach a voluntary agreement, guide and help to sign formal contracts of transfer. After the transfer, make good supervision. Cultivate intermediary organizations, such as land evaluation, accounting, auditing and legal services agencies. So that it truly becomes an effective carrier transfer of government's functions. Enhance their participation in the depth and breadth of socio-economic activities, to provide a more comprehensive quality services for the operation of the land transfer market.3. Draw into more land management, innovate mode of land transfer. Draw into more land management, such as large-scale private farms and agricultural enterprises. Innovate mode of land transfer to large-scale transfer and unified management for developing agricultural industrialization, on the base of adhering to collective ownership of land and contractual right of farmers. Establish professional farmers' cooperatives to unified receive land and product.4. Improve the rural social security to facilitate land transfer. Adhere to the principle of combining social security and self- insurance, as quickly as possible to bring the farmers into the urban social security system that had give up land management and employ in urban, to contact joint with the urban social security. Increase government investment in rural social security, explore the establishment of rural endowment insurance system, further expand the new rural cooperative medical system coverage, establish the rural minimum living security system, allow farmers to transfer land safely. At the same time, strengthen the development of labor training, progressive realize diversified and stable income of the farmers. Weaken social security function of land.5. To extend the deadline for land transfer. In the transfer of agricultural land, the transfer time's length is distribution and the proportion of Differential rent II between the both sides. Extension of the lease transfer is the way to encourage investment and increase the land utilization.InnovationsThe angle of view of the research is original. The study on interaction between the transfer of rural labor and land transfer has novelty, which is different from the two separately; the object of study is a selected administrative village. The method of research is special. Respectively from both the micro and macro sides to analyze relevant factors on the agricultural land tenure. In this paper, an empirical research is used to study the relationship between labor transfer and land transfer. Studying the village on the micro-study prospect and on this basis rises up practical macro-policies.
