Environmental Impact Assessment Of Land Use Planning In Wuhan District

The formulation and implementation of national and regional Land use planning, safeguard the land demand of economic growth, and also give consideration to the environmental protection and ecological construction, which brings up new demands for land use and management. This article have taken Wuhan district as an example, from ecosystem services value angle, estimate the ecosystem services value of land use planning in Wuhan district through using the ecosystem services value formula which proposed by Costanza and the value coefficient of the Chinese terrestrial ecosystem which ensured by Xie gaodi etc, using the ecosystem services value to analyze the ecological benefits. Considering the effect of population increasing during the analysis, use the population forecast data to estimate per capita ecosystem services value of Wuhan district, and analyze the ecological environment influence of land use planning.The results of the study show that, the ecosystem services value of different land-use types in Wuhan district is 12.0973 billion yuan in 2020,which is 11.72801 billion yuan in 2005. The new land use planning should revise properly combining with optimal allocation of land use, should pay much more attention on the relationship of regional economic development and ecological environment protection, Arrange land use for ecological construction and environmental protection reasonably, and combine social benefits, economic benefits and ecological benefits.Using statistical yearbooks of Wuhan district from2006 to 2014, this study adopts comprehensive growth method, secondary exponential smoothing method and grey system prediction method to forecast the population of Wuhan district in 2020, and using the population forecast data to estimate per capita ecosystem services value of Wuhan district. The result is that the per capita ecosystem services value reduces 105.94 yuan.The total value of ecosystem services is rising, the per capita value of ecosystem se rvices were tested downward trend.Wuhan emphasizes economic construction, at the same time, pays much more attention on ecological construction, also need strictly control population growth, and constructs a harmonious relationship between human and nature, ensures sustainable utilization of the land resource.The article offers proposals of reducing the environmental impact according to the evaluating results, including strictly controlling construction land, positively arranging ecological land, strengthen the supervision, establishing of early warning mechanism, increasing the ecological environment improvement efforts of land, scientifically planning independent location project, carrying out land use planning environmental impact tracking assessment, strengthen environment tracking supervision and management of the construction project. The environmental protection departments should strengthen supervision and inspection of the environmental protection on construction project, and investigate the activities about environment promptly. Put forward five suggestions on emphasizes ecological environment construction: Changing the industry development model and developing circulation industry, advocating ecological agriculture actively; raising environmental protection consciousness, and improve the understanding of environmental protection from the thought, protecting the environment throughout the land use process consciously. Economic construction, urban construction and environmental construction should plan, implement and develop at the same time resolutely, to realize a coordinated development strategy of the economic construction, social development and environmental protection; Establish the ecological environmental monitoring, early warning and integrated managing system; Improve the ability of regional pollution comprehensive management and the disasters defense ability of ecological system; Complete the basic system of environmental protection, strengthen the construction of legal system.
