With the development of technique revolution,corporate human capital management becoming more and more significant.It also establishes favorable conditions for the transformation from human resource to human capital.China is rich in quantity of human capital,but not in quality.Therefore,how to convert human resource into human capital becomes the chief responsibility of management.While learning and absorbing the economic theories of human capital,under the guidance of human capital theories,this paper takes existing problems in development and management of human resource into consideration.It analyses how to transform from human resource to human capital by investigative methods and theoretical achievement in fields of management and psychology,in order to improve corporate performance and socio-economic development.This article enriches theories of human capital and improves the application and development of those theories in practice. Besides,it deepens theories and practices of human resource management,thus enjoying both theoretical and practical value.This article applies the concepts and theories of human capital all through the practice of development and management of human resource.It uses the combined methods of positive analysis and normative analysis,cross-discipline investigative methods and questionnaire investigation to form a new system of development and management of human resource to guide practice.First,this paper analyzes the concepts and characteristics of both human resource and human capital.Then we pose a basic frame of the system of development and management of human resource based on human capital.We construe each segment of human resource to form instructive practical measures grounded on this system.
