How to make investment construction on our container ports is mostly studied in this paper,and the purpose is to realize the optimal allocation of newly added container terminal resources.Financial crisis burst in the second half year of 2008 from developed countries is spreading in the world wide.Economic of all the countries is seriously attacked,especially of those trade partners of China,with external demands rapidly gliding.But the construction of our ports is still carried on according to the primary plan.So the research on our container ports' investment construction below this big environment is much meaningful.We can avoid the ports productivity surplus,the losses of high stakes because of excessive competition and irrational utilization of non-renewable coastline.First we build the logical relation frame of the analysis about our container port throughput,then we make analyze on the result of industry demand downlink according to the direct acting factor and indirect acting factor system.Next we make analyze on supply and demand balance basing on the grasp of all the container industry.The result is there will be a surplus production of container port and resources idle if we don't make any regulation.Because of region unbalanced development, the supply and demand status of each container port are much different.After comparing and studying on each region we designate out reasonable using direction of new container ports: Bohai Coastal Region has advantages and potential while the Pearl River Delta has serious excess.Next we study on scale benefit of container terminal enterprises and give the guidance about how to realize efficient utilization of port investment and coastline resource.Using direct method and indirect method we get two indexes to analyze the scale benefit in container terminal enterprises and the result shows that the scale benefit is increasing.By comprehensive consideration of the discussion and analysis,we generalize some countermeasures for the optimal allocation of container port resource:giving great support to trunk line port and hub port even to those ports being developing and having the potential to become trunk line ports,on the other hand,giving restriction of the blind construction of other container ports.
