The Study On Rational Layout And Operation Countermeasures Of Shanxi's Logistics Parks

Modern logistics has become "the third source of profits" and "the rich land uncultured in the field of the circulating economy",following the natural resources and labor forces,which has become an important issue of the world economy developing.Logistics Park is the product of modern logistics developing in recent years,whose program is one of the keys of modern logistics developing and is the embodiment of the more efficient logistics system,which is the important mature symbol of a country or a district logistics developing level.Logistics Parks have grown up in each province of our country in recent years and ShanXi is the trend of the times.The developing of Shanxi Logistics Parks have the theoretical and practical significance in the competition improved of Shanxi logistics companies,the prosperity of logistics and the developing of Shanxi economy,and the implementing of the strategy of the developing of the West Regions.On the base of analyzing the infrastructure of developing logistics parks in Shanxi,the prediction of the requirements of logistics and GDP of each region,using the theory of modern logistics,the paper puts forward that the five cities—Taiyuan,Datong,Changzhi,Lishi and Yuncheng where there are more population,wider area,developed economy,convenient traffic and the large quantity of logistics regarded as the set points of the layout of logistics parks.and discusses the reasonable location of each park.The paper also proposed the train of thought and planning of developing logistics park in Shanxi from two aspects of the operation and the safeguard measure.On the one hand,the concrete mode of operation is proposed from several aspects,such as the financing mode,the mode of getting profits,the constructing and developing mode,the administering mode,the problem of attracting investments,the demonstrating construction of logistics companies.On the other hand,the government must strengthen the whole planning,training and developing the modern logistics markets actively,preparing for the risk prevention to park, organizing the logistics business association and enhancing the self-discipline of logistics business,study in logistics area and the training of the talents.Finally,the paper proposes the synthetic estimating system by which we can value the efficient performance of Logistics Park after the park was completed.The main purpose of the paper is to find a way which possesses Shanxi characteristics,which can provide the operable strategic decision as reference program.
