The Application Study On Resource Management With Systems Engineering

Social and Economic development is always based on natural resources. In order to optimize resource distribution and decrease the resource exhaustion in the maximum extent, we need the scientific resource management. There are also some ongoing researches which focus on resource management. The resource management is analyzed from the systems approach, and integrates with present situation of resource management in China, the strategic measurements of resource management are proposed. Some researches are following in this paper:1. The Internal relationship between resource management and its rationale foundation are analyzed.Base on management science, systems theory, sustainable development and circulation economic theory, economic principle, legal science principle, the internal relationship between the resource management and this complex system's rationale foundation is elaborated in this paper.2. The system analysis is conducted for the resource management by using the systems engineering theory.To resource management, the system element's structure and the relationships among various elements are analyzed; with the resource management system analysis figure, the resource management system functions'relationship is expressed directly; the resource management integrated competence evaluation system is constituted, and fuzzy evaluation approaches to the resource management are suggested.3. The resource management strategic measurements in China are proposed.The problems which conceal frequently in the current resource management in China are analyzed, and the strategic measurement on resource exploitation and utilization in reason from the administration, the law, the science and technology, the economy and the education are put forward. The guidance for resource administrators to make several decisions is suggested in the paper.
