Research On Corn Industrial Development Of Hebei Province

The corn, one of three main grain crops in our country and even in the world, is the only crops that has the"Grain-Raises-Economic value"triad structure attributes, and has great potential for development. The corn has played an influential role in several grain output's breakthroughs of our country. The corn industrial economy, across the agricultural one,two,three industries, affects the entire rural economy. With the view of Hebei Province being the main corn-producing areas, studying corn industrial development has great significance in increasing farmers' incomes and the economic potentiality of Hebei Province, and even in protecting national food security.With the oretical and practical foundation of corn industry research at home and abroad, this paper takes corn production and consumption development situation of Hebei Province as the research background and makes the scientific analysis of the problems in the corn industrial development. It has concluded that the main issues are small scale of production, poor overall efficiency, little growth potential area and low yield per unit area. Besides the corn quality does not meet market demand, and the level of deep processing is lower. All these factors restrict the corn industrial development of Hebei Province.This paper using the comparison analytic method, synthesis comparison superiority method and questionnaire survey procedure method, discusses the major factors which affect the development of corn industry. Starting from the micro-level, this paper explores the changing of corn's cost-benefit, the price variation of the corn and corn's substitute crops, the advancement of the technology, the mechanization of the corn harvest, and the corn storage, all of which can influence the development of corn industry. The analysis result shows that the reduction of corn cost-benefit ratio dampens farmer's production enthusiasm; the price of corn,the habits of farmers planting and the scale cultivation have a positive correlation;the price of corn's substitute crops wheat,soybean and the scale cultivation have a negative correlation, and the corn growers' production behavior displays certain economical rationality; stimulating the farmers'wishes to use new technologies, increasing the personnel's quantity of the agricultural extension and improving the personnel's quality of the agricultural extension have a positive role in optimizing the quality of corn. The corn harvest mechanization is advantageous in enhancing the corn synthesis productivity and promoting corn mechanical industry development; our country farmers have a loss rate of 8% in the process of grain storage, 3% higher than that in the developed countries, so helping the grain storage safety, and developing the surplus grain of peasant households,"the invisible grain field", are also equal to the production increase. Starting from the macro factors, this paper analyses the factors, such as the adjustment of agricultural structure,corn industrial policy and agricultural economic cooperative organization and their influence on the corn industry of agricultural restructuring. The analysis result indicated that these macroscopic factors play an active role in promoting the corn industrial development. Finally, through the system analysis of the comparison superiority of corn industry in raw material production, the processing industry transformation and the animal husbandry transformation, this paper puts forward policy proposals on the corn economic industrial development of Hebei Province.
