Research On The Mode Transformation In Managememt Of The Economic Development Zone

The Economic Development Zone in China already has over 20 years history. The number and scale are increased continually and the quality is also improved. Its distribution is moving from coastland to inland, and is developing gradually. Development Zone plays an important role in attracting foreign investment, introducing technology, extending the cooperation of international economic and trade, increasing employment rate, which makes it the growth pole in each region. However, after China's join WTO, public voice for regional fairness is increasingly intensifying, Development Zone can not afford large investment to improving infrastructures, land resource is more intense and no more preferential policies. China Development Zone is coming at crossroad, how to improve the survivability and competitive ability of Development Zone? In order to meet the internal and external environment change, Development Zone has to adjust the development goals and operation mode, the management and development mode is dominated by government bypast has to be improved and transformed. The study is under this historic background, through analysis and research of the currently management and development mode of Economic Development Zone in China, based on the advanced management experience of international Development Zone, by adopting the relevant theory of public management to propose a new and appropriate mode for currently management of Development Zone. It is change the function of Development Zone to macroscopical controlling, improving efficiency of administration and a service government establishment, the issues such as investment attracting, development and construction, supporting facility in Development Zone, leave them to the market. It will innovate a new mode in government management on the Development Zone, to introduce the enterprise management concept for infrastructure construction, to move the investment attraction from currently government operating range to the enterprises and market. The new mode has practical significance and historical significance to continues improvement of Development Zone, change government function, improve the image of government, retrench the administrative structure, improve administrative efficiency, reduce the corrupt behavior and so on. The study is based on the government function change theory, private-public cooperation theory, commission theory and regulation theory, to analysis the main issues of currently management mode, to indicate that mode change creatively is the necessary trend for Development Zone, to use for reference from international experience and domestic relevant research results and exampled by Zhenjiang economic development area, to point out how to development and the transformation methods and structure of the management mode in Development Zone of China. Meanwhile, it indicate the corresponding countermeasures in conceptual change, legal status, define and enhance supervision and management function of Development Zone, the countermeasures enables the mode transformation designing has high operability.
