Study On Evaluation Of Value Creating Capacity In High-Tech Development Zone

Along with the economic development, the role of high technology in promoting social progress and upgrading of the industrial structure becomes more and more obvious. In China, The development of high-tech industries have become the most important economic growth point and the most dynamic economic sectors, not only to the development of China's national economy, but also as to driven the traditional industries to upgrade and change the management , significantly improved the economic benefits . Hi-tech industrial development zone is the most important vector, and its healthy development impacts the high-tech industries much. In order to guarantee the rapid and healthy national economic growth and overall national strength increase, China has put forward the development of hi-tech industries as a very important national economic strategy. The high-tech zones in China have made tremendous achievements, and greatly promote the development of the high-tech industries.From these, we can draw the summary that the value created by the high-tech industrial zones should contain the external economic effects. That is an important problem to evaluate the high-tech industrial development zones'performance and distribution. How to measure that? First, this paper recalls the theory of high-tech zones, and introduces the development of China's high-tech zones, then introduces several typical cases home and abroad. With previous research results, the papers proposals and verifies the evaluation index system to examine the high-tech zones'ability to create value. At empirical part, we use AHP to determine the weights of the various indicators, and five high-tech development zones are evaluated.
