In accordance with "the National Middle/Long Term Transport Plans of China",by 2020,China will build "Four verticals and Four Horizontals" rapid passenger access as well as three inter-city fast passenger transport systems,The total construction of Dedicated Passenger line will be more than 12,000km.Although the construction technique and operation means in the developed countries are rather mature,the high speed Dedicated Passenger Line starts relatively late in China,therefore out construction technique as well as operation management means is still at the very beginning stage.Specially,there are little depth studies with regard to how to reach the efficient balance between the commercial target and public welfare during the construction of Dedicated Passenger Line by using what kind of management method, and it is also the emphasis of this paper.Due to the construction and operation of Jing-Jin Dedicated Passenger Line (JJ-DPL) is based on the way of government guidance,market operation and diversified fund-raising,there is fixed requirements on commercial index such as rate of return on investment etc during its operation.However,barely from the perspective of direct investment income,JJ-DPL may be a project not worth being invested.In facts,the traffic transportation industry is an industry with a lot of positive external effect in fact; the construction of JJ-DPL is not only meeting our national development strategy,but also having important significance in terms of prompting the regional economy improvement and advancing the management system reform of railway industry. Therefore,whether the external effect is taken into account and the internalization can be carried out on this external effect will directly influence the evaluation results of JJ-DPL.In order to solve the above problems,this paper,a series of studies to do the following tasks:1) Based on the externalities of modern economics theory,analyze JJ-DPL's national development strategies.At the same time,the significance of the association the regional economy and the role of railway industry management system are summarized.2) Based on Grey Relational Analysis theory,using the application of DPS data processing system to analyze the relationship of transport sector development and regional economic growth among China,Beijing and Tianjin during 1993 to 2007. Furthermore,a variety of passenger transportation on the role of regional economic development is studied.3) Using Analytic Hierarchy Process method to build a comprehensive evaluation of the corresponding model,through a questionnaire survey,expert scoring and data collection on JJ-DPL to carry out a comprehensive evaluation.4) With SWOT matrix for the strategic analysis tools,based on prior theoretical and empirical analysis results,determined the strategic direction of enterprise development and the required basic system insurances in JJ-DPL.This study shows that:In order to improve the efficiency of resource allocation, and ensure the benign operation,JJ-DPL's public welfare and operation should be taken into consideration.
