Amidst the backdrop of overall economic structure adjustment of our country, the transferring and reflow of rural surplus labor are becoming not only important social phenomena but also major problems in labor economics research as well. A lively discussion about the direction of migration of rural labor arises in academic circles. There is some divarication on the problem of starting up business by the rural returnee. Some scholars consider the reflow activities of rural labor as the continuation of their urban employment and regard it as the important trend of rural labor migration. They deem that this trend will work up to the "tide of starting up business". However, some others hold contrary opinions. They reckon that the trend is not worthy of mentioning and is contrary to the direction of urbanization development.The conclusion of this thesis is that regional rural labor reflow is the labor force tide which should not be neglected, while the nationwide "tide of starting up business" has not come into being. The reflow activities of some rural labor with higher qualities will accelerate the transferring of the rural surplus labor, impel the regional economic development, and have positive influence on the urban-rural harmonious development Therefore, accompanied by the active advancement of the rural labor's migration, the government should eliminate the aimless and irregular reflow, instruct the positive and advantageous reflow, and strive to facilitate the rationalization of rural labor flow and reflow. This effort will exert profound influence on economic and social development in our country.This thesis consists of four parts.Part Ⅰ: Introduction. I indicate the cause of researching into the rural labor reflow and summarize the major research contents.Part Ⅱ: The outline of labor flow theory. In this part, I review the traditional theory and research production on the transferring of rural labor.Part Ⅲ: The empirical and theoretical analyses on the rural labor reflow.
