| At present, "agriculture,countryside and farmer problem" is still the core problem which perplexes the coordinated development of our industry and agriculture, urban and rural common prosperity. The level of our agricultural infrastructure and agricultural mechanization production is low; the development of our countryside is poor and behindhand, especially in central and western regions; migrant farmers "non citizens" treatment, family separation, stay-at-home children and other problem stand out. Our county is the developing country whose population is large, countryside development is behindhand and the lever of development is low. The current economic construction has made some achievements, the urbanization step by step, but the realization of a well-off society, to become a modernized country, the most fundamental question is whether the "three rural" problem can be solved, "agriculture、countryside and farmer problem" is the basic element which determine the level of our economic development, the quality of our development and the people’s happiness index. Agricultural development is inseparable from the land, rural prosperity is also inseparable from the land, and farmers still can not be separated from the land. The land that links agriculture, countryside and farmer together closely become the most basic and key factor to"agriculture、countryside and farmer problem". Different land policy implementation during the different period of our country, has achieved positive results (except during the Cultural Revolution). Therefore, the land policy that adapts to the historical development period has positive contribution to the development of the national economy. And a national land policy is not static, it should adapt to the national conditions and the current productive level. At present, our country steadily promotes the development of agricultural modernization, which is difficult to match with country’s existing fragmented pieces of household contract management of the land policy. In order to improve the agricultural productivity, realize the agricultural scale and intensive management, our country should establish the rural land transfer mechanism in line with modern agricultural development, improve the agricultural land transfer rent price system and safeguard farmers’ rights and interests.Anhui province is a major agricultural province, and the farmers have a strong "land complex" and think the land is their largest social security. The rent of land transfer has become the economic compensation for farmers land. Rent level largely determines the farmers’ transference willingness, and then affects the scale and speed of the rural land circulation in our country. Anhui university center for study of the problem of agriculture, countryside and farmer in China through the survey found that whether the government intervenes has a certain influence on the farmland circulation. By using the data coming from the field investigation, the author studies whether the government intervenes impacts on the rural land circulation rents, then analyzes the likely outcome in order to give a reasonable explanation and put forward some policies and suggestions, eventually hoping to better promote the efficiency of farmland circulation in China, and better safeguard our farmers’ rights and interests.This paper studies several county areas of Anhui province, specifically involving Yongqiao District of Suzhou City, Feixi County, Changfeng County, Xiao County, Fengyang County, Fanchang County and Huaining County and obtains 856 valid questionnaires, to study the effect of government intervention on the agricultural land rent. In this paper, the research idea is as follows:The first chapter is divided into five parts. The first two parts of the article briefly introduce the research background and research significance; the third part is the literature review expounding the domestic and foreign scholars research results; the fourth part describes the research method adopted in this paper, the last part is the innovation and the deficiency of this article.The second chapter firstly clears the system of agricultural land circulation and land rent and expounds the rental form under the different land circulation model. Then expounds the rental form under the existing land pattern and analyzes the necessity of the development of rural land rental market.The third chapter analyzes the farmers’ circumstance in the various aspects condition of land circulation in the research area, mainly including:the effects of government intervention in the rural land circulation on agricultural land rent; When the government was not involved in farmland circulation, the circulation rent situation by the farmers spontaneously circulation, the basic situation of peasant household and family, the land circulation condition, the relevant situation of the contract signed in the land circulation, the farmers’ economic situation and the land operating condition after the land circulation.The fourth chapter, based on a descriptive analysis, chooses some factors which may impact on the land circulation and rent as variables, defines them, empirically analyzes the built model using the SPSS software and study the effect of government intervention on agricultural land rent. This paper selects the land rent per mu as dependent variable and selects the land rent per mu with government circulation, the land per mu spontaneously flowing to the relatives and friends without government circulation, the land per mu spontaneously flowing to others without government circulation as independent variables and does the regression analysis. At last, make a reasonable explanation to the result of the analysis model.The fifth chapter is conclusions and implications. On the basis of above research, according to the results of quantitative analysis combined with China’s current economic policy, the author through its own thinking gives some advice, in order to make a contribution to improve the efficiency of government led land mass transfer.In the end, according to the results of this study, sum up some conclusions and put forward the author’s some thinking. |
