Study On The Development Of Agricultural Seed Industry

Seeds, as the special and irreplaceable agricultural production materials, are carriers to exert the power of agricultural technology, and embody the level of a country's agricultural technology. Seed industry plays an important role in the development of China's agriculture. Seed industry is an important component of the industrialization of agriculture, it moves toward to a virtuous cycle of the track of self-accumulation and self-development, and self-regulating, facilitating seed modernization process, and sustained development of seed industry.This paper conducts comparative study between the crop seed industries at home and abroad. In developed countries, by various incentives and administrative means, the development of seed industry, improved agricultural production with the contribution rate being 50%—60%. Developed countries use high and new technologies and policy support to facilitate the development of seed industry, characterized by the lawfulness of seed management, specialized production, processing mechanization, quality standardization, and operation collectiveness. Our country developed seed industry quite late with weak foundation and contribution rate of only around 36% Compared with developed countries, China's seed industry lags behind in the process of industrialization, which is still in the early stage, there's need to seek greater breakthrough in technology, management, and concepts.This paper takes Jiangsu reclamation area as an example. The reclamation area is the key region to develop seed industry with comparative advantage. Through in-depth investigation and comparison analysis, there still exist different kinds of problems in the development of the seed industry: first, seed subsidies are stimulating sales, but the profit is not high; second, the number of seed's breeding becomes increasing, but efficiency is not high; third, market development is still inadequate; finally, farmers are lack of legal awareness.Based on the above analysis, in order to further promote and regulate the development of the seed industry, this paper puts forward the following policy recommendations: improve seed subsidy mechanism; attach importance to scientific and technological innovation, promote the development of seed industry; deepen seed distribution system, eliminate domestic market barriers and achieve a national uniformed seed market; strengthen the administration, and implement the brand strategy; comprehensively promote the protection of intellectual property rights .
