Studies On Current Situation Of Seed Industry Development In China And Countermeasures

"A seed can change the world", seed plays most important role in agricultural production. Goodvarieties of seed play important role in increasing yield and improving quality of crops. To promotehealthy development of seed industry, developing the international competitiveness of the seedenterprises is inevitable requirement to promote agricultural development in China. In this paper, thedevelopment of China’s seed industry was summarized and also problems, bottlenecks in thedevelopment of the seed industry enterprise development in China were analyzed. The internationalseed industry enterprises have entered into China, According to the actual situation of China’s seedindustry with "seed new deal" the promulgation and implementation, effect of introduction of foreignseed company on China＇s seed industry, basic strategies of developing seed industry in policysuggestions were pointed out.After the reform and opening up especially the "seed law" since the implementation of China’s seedindustry, the rapid development of enterprises made a series of achievements: a new seed market systemunder the socialist market economy has been established; Nongda108, Zhengdan958maize, Shanyou63, Y liangyou1rice and a large number of excellent new varieties were bred; seed production andprocessing capabilities were improved. As a part of achievements there were are also centers build likethe crop variety improvement center, seed breeding base, new varieties demonstration center,infrastructure crop variety testing centre. With these achievements seed enterprise scale continuouslyenlarged, it was appeared on the market with annual sales of over1million RMB(expand) enterprises,industry concentration gradually increased. China’s seed industry enterprise development not only had asuccessful achievements but also presently facing many problems to be solved: scientific researchresources on national institutions, scientific research strength of weak enterprises; industry scattered,lack of international competitiveness of the seed industry group; international seed industry giants areentering the domestic market of seed industry, sharing market race to control, national seedindustry enterprise is to be retreated; industry regulation are not in place, the environment seed marketis getting worse, The case which is unqualified seed drew worldwide attention is widely reported, theprocessing link is ignored and the development is also lagged after the seed market.Aimed at the problems and bottlenecks of China’s seed industry enterprise development, advancedexperience of seed industry development of the developed countries, China’s seed industry should behealthy and have rapid development. It is also important to prevent the competition of international seedindustry giants the cruel market. We should take the following strategies and measures: revise andimprove the "seed law" and related laws and regulations, the existing management mode reform,strengthen the construction management team, give full play to the role of industry associations;Increase efforts to support the seed enterprises, give priority support to the backbone of large seedenterprises, reform of the existing research into physical fitness, commercial breeding enterprises to beas mainstay; Seed enterprises should change ideas of equity diversification reform, pay attention to the quality of the products and technical services.
