Expander Corporation is a State-owned Enterprise,which mainly take the estate development as a service,and take the property management and the operating as the foundation.The company passes through 27 year course,which witnessed Shenzhen special economic zone organized for 30 year repeated difficulties.The development of the company,seen from yet another perspective,reflects the state-owned enterprises development process in Shenzhen's.However,in the fierce market competition environment,how to put State-owned Enterprise in an invincible position and make a rapidly development,besides setting up modern enterprise system,it is also important to make full use of the role of human resource.Human resources in economic activities have become the first element.In new business model based on the knowledge economy, effectively the attraction and the net talented person becomes enterprise's core competitiveness.The paper summarized about human resources development,management and their relationship,functions,contain.On this basis,this paper analyses human resource actuality and human resource management status of Expander Corporation. The paper pointed out problems which is Structural contradictions in human resource allocation and lacks the excitability assignment mechanism and enterprise culture lag in the Corporation at the same time.The paper deeply analyzed enterprise human resources development's adverse effect question brings from this. Finally,based on modern human resources development and human resource management theory,the paper puts forward establishment scientific human resources management system in Expander,the idea of the first resource highlighting from the perspective of the enterprise development,the establishment of diverse stimulant mechanism of distribution,the enlargement of training devotion and the strengthen of corporate culture construction...etc.
