Property Management is usually divided into two phases: Pre-property Management and Day-to-day Property Management. Pre-property management refers to the property management from the pre-sale of property to the establishment of Property-owners Commission. Before the establishment of Commission, the property development unit selects property management enterprise to carry out pre-property management by itself through inviting public bidding. The stage of pre-property management is not only the foundation of the entire property management activities, but also the precondition of the latter property management. Since many conflicts and disputes of property management occur in the early stage, solving the problems of pre-property management has great significance to the entire property management industry. Take the pre-property management of Jin Fengtan Residential Area in Changsha for instance, this paper does in-depth study of the pre-existing problems of China's property management and their corresponding measures. Different from previous studies, this article carries out this study from the perspective of project management.This article introduces the present situation of domestic and foreign property management and the existing problems. In the same time, according to the "Property Management Regulations" which is established in 2003, the author analyzes the main content of property management in China and its role. And then, combining with the specific implementation of Jin Fengtan Residential Area, this paper derives the necessity of improving the pre-property management of Jin Fengtan residential areas from the perspective of project management.Because of the importance of project scope management in the management of pre-property projects, the author introduces the project scope of pre-property management of Jin Fengtan and analyzes its present situation and the existing problems. Combining with the legal content of Pre-property Management (pre-property services contract, pre-property bidding, temporary convention of owners, property undertaken and inspection), this study provides improving suggestions of scope management for the Jin Fengtan Project in the perspectives of designing of organizational structure, work breakdown structure and responsibility assignment matrix. The result from the scope of the project decomposition on Jin Fengtan Beach homes community pr-project would better promotes the progress of the project. The author analyzes the specific problems of pre-property management of Jin Fengtan Project from the aspects of risk, cost and quality, and proposes the corresponding improving suggestions. Finally, the author summarizes the existing problems of pre-property management of Jin Fengtan Residential Areas, and puts forward the overall improving advises.Taking Jin Fengtan Residential Areas for instance to study on pre-property management, the author aims to find the existing problems of Chinese pre-property management in the perspective of project management and propose the corresponding improving suggestions on project management, so as to try to solve the problems of irregularities in Chinese pre-property management.
