Research On The Issues And Countermeasures Of Restructuring State-owned Hunan Water Resources Enterprises

State-owned enterprise (SOE) occupies a very important position in national economy and social development; meanwhile, reform of SOEs is one of the knotty problems in economic restructuring and is even treated as a "minefield". At present, the Chinese economy and society entered a new critical period, which puts forward new challenges and new demands to further deepen the SOE reform. Restructuring of state-owned Hunan water resources enterprises has also gone into a phase of fortification. However, overall economic efficiency of states-owned Hunan water resources enterprises is unsatisfactory and their core competitiveness is weak. All these issues turn into the Short Board in the development course of State-owned Hunan water resources enterprises.Deepening restructuring of state-owned Hunan water resources enterprises is very important and necessity to further reform of Hunan water resources administration structure, improve standards and quality of public service, establish modern organization mechanism of water resources enterprises, and transfer operation mechanism of SOE in water resources industry. Reform is a long journey with difficulties and diversities. Only with specific adjustment, regulations, restructuring and integration, can it realize the new growth, form a new competitive force, and enhance future development.Besides various obstacles arising in restructuring of other SOEs, state-owned Hunan water resources enterprises also have their special problems. Basis of SOE reform is the current economic theories. While CCPCC (Chinese Communist Party Central Committee) defines the direction of SOE reform, specific policies of Hunan SOEs'reform are made by Government of Hunan Province, and detailed principles and action programs are made by Hunan Water Resources Department for its state-owned Hunan water resources enterprises.Under the great background of SOEs reform, the Author, in personally, organizes and participates in restructuring of state-owned Hunan water resources enterprises, combines his personal experience and in way of linking theory with practice, puts forward the goal of establishing harmonious state-owned water resources enterprises for further reform through positive analysis on reform of water resources construction enterprises in Hunan Province. The Author proposes full play the role of market mechanism , improvement of every supporting reforms , standardized operation, right guidance to informal group inside enterprises, and puts forward optimized program for restructuring of state-owned Hunan water resources enterprises, thus, provide references and ideas for restructuring of state-own water resources enterprises in Hunan Province.
